I uploaded the full resolutions of those images as media asset and posted the link into the comment of its respective image if someone wants to replace it with the original resolutions.
Here was no mention of this being Touko, but the translation of the name of this art was "10 girl", it was also tagged with "Windows" and considering the hairstyle, it looks like it's Touko in kimono.
The requested character could possibly be "Moso-sensei". Another XP MCE-tan.
Each of the XP MCE-tans "Moseko, Gigeko and Moso-sensei" were supposed to be OS-tans of each Windows XP MCE edition (Example: One was supposed to be OS-tan of Windows XP MCE 2002 and the other was supposed to be OS-tan of Windows XP MCE 2004) but it was never decided or undefinined who will be which Windows XP MCE version.
I didn't found the origin of this image, but his looks like official illustration to me, but the artist just could be very good at replicating the official artstyle.
The commentary for this (and basically everything on the artist's blog including the artist's name) is corrupted. I guess it is because it was originally in japanese and the mojibake thing happened? But I don't thing that's possible because I can normally view other japanese sites with text in japanese. I guess it must be the problem with site itself.
The artist's name could possibly be "syoujoscript", as the site's name.
